Social Services Europe (SSE) is a network of nine European umbrella organisations representing over 200,000 non-profit social and health care organisations across Europe. Its members provide care, support, and guidance to vulnerable groups—including children, older adults, persons with disabilities, migrants, asylum seekers, and those experiencing poverty or social exclusion.
SSE actively engages with EU policy processes, providing responses to European Commission consultations on state aid, public procurement, and Services of General Economic Interest (SGEI). Its contributions build on previous research and consultations, highlighting the legal, bureaucratic, and practical challenges that social service providers face, including complex rules for entrustment acts, separate accounting, and distinctions between economic and non-economic activities, which limit the use of the SGEI framework for social services and housing.
